Mobilisation is the cost of transporting an excavator from the rental yard to your site, and demobilisation is the cost of taking it back when the job is done. Together these are often quoted as a single delivery or transport charge, separate from the daily, weekly, or monthly rental rate.
An excavator can't drive itself to your site on public roads — even a small one moves at walking pace and would tear up the tarmac with its tracks. So it's loaded onto a low-bed trailer (a lowboy) and hauled by a prime mover. That truck, the driver, the fuel, and the loading and unloading time are what you're paying for.
It helps to think of mobilisation as a fixed logistics cost rather than part of the rental. On arrival, the operator or a banksman guides the machine down the trailer ramps and onto firm ground. There are situations where it's effectively one-way — for example, if you keep the machine on a long monthly package, the per-day impact of that round-trip cost becomes very small. The transport itself is the same; it's just spread across far more rental days.

A mini excavator to a nearby site sits at the lower end, while a long reach or amphibious machine going a long way will be higher because of the heavier transport involved.
